节能评估报告根据省级人民政府的有关规定，按照所在地省级人民政府开展节能评估和审查的有关规定，为实施固定资产投资项目的项目。
十一审查节能主管部门收到项目节能评估文件，应委托有关机构进行审查，形成评审意见，作为节能审查的重要依据。
节能评估报告委托评估机构应当在规定时间内提出的评审意见，在节能审查机关。审查机构审查，可要求项目建设单位就有关问题或补充材料，报表。
第十二届项目的固定资产投资节能评估文件审查费应由保护机关审查按照国家标准的有关规定，在相同的财务安排。
第十三能源效率检查机关根据以下条件对项目节能评估文件审查，
（一）能源效率评估，根据法律，法规，标准，规范，准确应用的政策：

（三）能源分析，科学，正确的评估结论的客观，准确的评价方法的项目;
第十四能源复议机关应在收到固定资产投资项目节能评估报告书巧妙地工作天内收到的能源效率评估报告，在10个工作日内形成节能审查意见后，应在能源效率登记表，他们在登记后5个工作日内收到。
节能评估文件授权审查时未在前款规定的考试时间内，节能审查（包括授权审查）指定的时间不得超过该项目的审批。

The fourteenth energy review authority should be in receipt of fixed asset investment projects, energy-saving assessment report book skillfully working days from receipt of the energy efficiency assessment, report within 10 working days after the formation of energy-saving review comments, should be in receipt of energy efficiency registration table them within 5 working days after the registration.
Energy saving assessment documents authorized review time is not specified in the preceding paragraph within the examination time, energy-saving review ( including authorized review ) time shall not exceed the project examination and approval.
