节能评估报告能源审计是一套企业能源审计和分析系统，能源机制的研究和企业能源利用状况核算评价为一体的科学方法，它是科学和定量分析，每单位的能源在能源单位的能源利用标准化能源利用效率，能源消耗，经济和环境效益的审计，监测，诊断和评价，从而寻求节能潜力和机会。
目前，根据能源审计的主要形式，一般分为两种：
能源节约政府部门委托的形式
节能评估报告省政府或地方政府节能主管部门根据区域的能源消费状况，结合年度节能工作计划，负责编制全省（市），自治区或地方的能源审计年度计划，发给有关企业和委托一家专业监察部门，在实施能源审计。这种形式的能源审计也可称为政府监管能源审计。
委托企业的形式
企业能源审计的重要意义和功能的政府部门或要求进行能源审计，能源审计部门与企业能源审计协议（或合同）签订，基于理解，确定目标和内容，时间，开展能源审计工作。或者是企业根据自己的生产管理和市场营销的需要，主动邀请能源审计，监察部门开展能源审计。这种形式的能源审计也可称为企业委托能源审计。
