安徽可行性研究报告“办法”规定，在固定资产投资项目评估按照项目建成并投入生产后的分类管理，综合能耗，节约能源，根据有关规定批准或者不批准的固定资产投资项目的审批制度，建设单位应当提交可行性研究报告和项目申请报告，提交的文件汇集节能评估审查或节能提交注册登记的形式审查。记录系统的固定资产投资项目的实施，建设单位应当在登记前的项目，在节能工作的评估和审查规定，施工单位施工许可证手续的，应当提交审查文件。固定资产投资项目建设单位应项目节能评估文件或能源效率登记表（应伴随着该项目的可行性研究报告，项目申请报告或设计文件和其他有关材料，能源效率登记表），并发出有关评审的评价意见，还派发展和改革部门项目审查。
