节能评估报告，是指根据节能法律，法规，标准，能源利用的投资项目是合理的分析和评价。节能评估报告是能源效率评估的基础上，发出节能评估报告或节能评估报告的合格单位。
节能评估报告类型
（1）综合能耗3000吨标准煤以上（包括标准煤3000吨，根据同等价值的电源转换系数，下同），或500千瓦时每年的电力消耗，或每年1000万吨的石油消费量和以上的天然气消费量每年1000000立方米及以上的固定资产投资项目，应单独编制节能评估报告。
（2）标准煤1000to3000吨综合能耗（excluding3000吨，下同），或2000000 to500kwh的年用电量，或石油消费500to千吨，每年的固定资产500000to 1000000立方米的天然气消费量投资项目应单独编制节能评估报告。
（3）比其他固定资产投资项目，项目建设方节能的条款，填写登记表。
